Your opponent is correct. Muk's Power NEVER has to be declared. I'm confused about what you are asking. However, the only limitation on evolution is for individual Pokemon. You cannot evolve the SAME Pokemon more than once per turn, but you are allowed to evolve EVERY Pokemon you have in play during the same turn if you want to (and are able to). Brian Brokaw
