Hmmmm.

Well, Conversion 1 changes the defending Pokemon's Weakness.
This "effect" remains, even if Porygon is K-O'd (or benched,
etc.)  This "effect" resides solely with the Defender.

Both Conversion 1 and 2 are attacks, so they are not
exactly like a Pokemon Power in this respect.  If you use them,
you are "attacking". (and so only get to do one per turn, and
Porygon is not able to retreat immediately afterward.)
