Pokémon
Alright Greg, I'll be straightforward with you.  You are WAY off.  First of all, I've been adding 4 Cleffas to every deck, but if it's SO good then why only play 4.  I say you play at least 6, maybe 7.. so try to sneak a half Cleffa in.

Squirtle is nice, but Blastoise is better. Drop those stupid Squirtles.  Now you need more options.  I recommend 3 Dark Blastoises because of their great Hyrdocannon attack.  Articuno is a moron, plain and simple, get rid of it.

Now, we'll throw in some TeCH.  TeCH.  TeCH.  TeCH!!!!  Now, quite frankly, I don't like your attitude, so I won't share my ALL of my TeCH with you, but I will give you some.  Wobuffet is MAD TeCH in Rain Dance, trust me, I know from experience.

Oh yeah, it never hurts to have some Pokémon to fight that lightning weakness.  I suggest Fearows, and plenty of 'em.

I would suggest some Muks so people don't unnecessarily Gaze the Blastoise that you cannot legally bring into play.

Energy

Water Energy is useless, and you'll get bored looking at blue all day.  I suggest doing a variety of energies, including one lightning energy (TeCH).  You might as well drop all water since you already have water cards.  try 7 of each basic energy, but with only one lightning (tech).  Darkness energy will work with Dark Blastoise, so throw a lot in..

Trainers
Computer Search?  Oak?  Those are all ways you deck yourself.  Get rid of them, AND FAST.  Super Energy Removal wastes your own energy, so it's garbage, Nightly Garbage Run has the word 'garbage' in it, so enough said...  Energy Flow has artwork that just freaks me out, so get rid of it.  Pokémon Center should be dropped because you don't have Energy Flows.  (And I have NO idea why you don't have any.)
Gust of Wind is useless.  You have to learn how to reuse trainers, with cards like item finder, and recycle.  Add 4 Recycles to recycle those recycles and various other trainers you play.  And don't forget to add the 2 Trash Exchanges (tech).
Oh, how could I almost forget.. Misty.. everybody loves Misty.. =/  A Few Ruin Walls will work good to get the Unowns that you don't play in your deck.

Pokémon (15.5 + Plenty)
2x Wartortle (Base)
3x Blastoise
3x Dark Blastoise
6.5x Cleffa

Energy (16)
3x Fire Energy

3x Grass Energy

3x Psychic Energy
3x Fighting Energy

3x Darkness Energy

Don't worry about the 60 card deck rule, that's for idiots.
