[AUTO](VC):At the beginning of your attack step, if this unit's [Power] is 19000 or more, until end of that battle, this unit gets "[AUTO](VC):[Counter Blast (1) & Soul Blast (1) & Choose two cards from your hand, and discard them] When this unit's attack hits a vanguard, you may pay the cost. If you do, choose a card named "Enigman Storm" from your soul, ride it as [Stand], choose one of your vanguards, and it gets [Power]+10000 until end of turn.". [ACT](VC):[Choose a card with "Enigman" in its card name from your hand, and put it into your soul] This unit gets [Power]+4000 until end of turn.

Hoping to revive a dead card in a way that ISN'T a Legion Revival, here's Enigman Tornado. At the start of the attack step, if its power is 19k or more, it gains an on-hit skill to ride Enigman Storm from the soul by CB1, SB1 and losing 2 cards in the hand. And then Enigman Storm gains 10k and a Critical. Normal skill is to absorb an Enigman from the hand into the soul to gain 4k.
 
I mentioned in my article on Cosmic Roar that Enigman Tornado sort of sucked. Let me elaborate: Without the aid of other pumpers such as Grandwagon, Cosmo Beak or some such (which already require two shots to hit the 19k threshold) Enigman Tornado is a -2 to actually get the power needed (cheapest is -1 because Storm will have to enter the soul somehow either by absorbing it or riding over it). Secondly, the on-hit skill isn't constant so unlike something like the End, there is very little in the way of actual mind games. And Late Game, which is when it's most likely to happen, on hit skills are basically useless because no Vanguard will hit unless the opponent literally cannot guard, which is unlikely.
 
Enigman Tornado is too expensive and hard to sustain since pumping up usually requires CB, which could belong to much more interesting gambits. You can do better.

And today we have Enigman Tornado, which is Enigman Storm support.  If the power is 19000 or higher before you attack, you can CB1, SB1 and Discard two cards on hit and superior call an Enigman Storm from the soul and give it +10000 power, which triggers Enigman Storm to get +1 critical.
 
Thankfully it can pump itself up to the number needed by putting an Engiman Storm and an Enigman Wave into the Soul.
 
Sadly, the fact that this requires four cards to make work...  It really doesn't seem like it would be a good thing.
 
Engiman Storm is basically a poor man's Daiyusha, and at least Daiyusha has support from Dimensional Robos and both Ultimate and Dark Daiyusha crossrides, Storm might have more support now, but I'd rather stick with Daiyusha and Great Daiyusha for gaining crits.
