Regarding the Dragonball Z Card Game, is there any way you can stop
Chauzo's Physic Halt? And if you stop a physical combat or energy combat
card, does it stop its extra effects like the gain 1 anger part, or
lower anger?  An example would be "Goku's Battle Ready", if I stopped
that, would the card still lower my anger down to zero?

There's a reason why Chiaotzu's Psychic Halt was banned.
It was uber broken.
It was errated to be a Combat card so you could use Trunks Energy Sphere on it. 
But it was still broke.
So they banned it.

Secondary effects occur before your opponent blocks. So Goku's Battle Ready 
effect of lowering your opponent's anger to zero occurs before your opponent can 
block the physical. So yes, the effects happen no matter what unless your opponent uses Pure Defense.
