Judge Bill

At first, in development, this only affected your opponent. Then they realized how ridiculous this was, and made both players bounce something.
 
And we get a slightly weaker card, but one that will still see a lot of play in some U/G decks, with Merfolk Looter and Basking Rootwalla. Not as good as it could be, since they get to choose what to bounce, but it is tempo.
 
In limited, the fact that they get to choose what to bounce makes this a pile of crap. The only good use for this is to avoid decking yourself in a long game, and that's not worth the slot.

This is the only word that affects you as much as your opponent so it looks pretty bad at first. Of course, the way to use it is to have some nefarious cycle
where you play a permanent, draw a card and then bounce another permanent back to your hand. Can this be done? Probably. Will it win games? Maybe. Other seemingly poor cards (like tangle wire) turned out to be devastating but the decks that won with it did so because of the power of their fast green creatures as well. A deck based around words of wind may be good but might not get to the top. The card gets a 3.5 in constructed.

Of little use in limited. Both players lose a permanent but you lose a draw as well. Could be used to deck you opponent though. A 2.5 in limited.
