In limited, it's tricky.  I've used it well with some Echo Tracers.  Nice with Damage on the stack to do fun stuff.  It's kinda beefy too.  Pretty decent in limited.

In constructed, mostly blah.  Would have to be something comboish, and I don't see the cost being worth it.  Maybe there is something I'm not seeing, but I doubt it.

Okay, I could see this guy making it into some fun combo deck.  He basically "resets" morphing creatures with useful abilities to face down, so you can remorph them and use their abilities again. If you have 2 Weavers down, you can get a loop going if you have the mana to take full advantage of it. Sounds kinda fun! Probably not for serious decks, but still, creative deckbuilders should enjoy this.

In limited, might be useful if you are already going blue and you have a good number of morphers with good morphing abilities.

An interesting way to get another use out of your Skirk Marauders, Echo Tracers, and Skinthinners. Unfortunately, all of the creatures are way overpriced in Legions, so other than outside OnBC, I don't think this will see much play. A shame too, as it is a great card to show off what Legions is really all about
 
In limited, this depends on having a lof of creatures with good morph triggers to play this. Since you won't have both those and be playing blue, I think you'll be passing on this more often than not.

In limited he's ok at 5 (unmorph) mana for a 4/4,  plus a couple little
tricks... re-morph their critter and your skinthinner, then block their now
smaller dude.  In constructed he's not enough bang for his buck.

Stupid turn 5 anti-morph thing eh? If morph turns out to be as great as it seems I can see this guy being really good with Combat tricks because you'll turn your opponent's fatty into a 2/2 that'll be taken out by this 4/4. Too bad I don't think he'll see much or any play in constructed, unless some combo deck uses his ability to recover all sorts of cool Morph effects.

Limited is a different story because this format is all about having answers and removal, if you use this guy at the right time he can be both while screwing your opponent over. Try him out, he could be fun. ^,^

Scott Sager Weaver of Lies potential is pretty nasty, of course, so it the morph cost.  Looks like R&D was afraid of the ability and costed it into un-playability on constructed (Block wizards might be able to use it).  Don't even think of trying to hard cast this piece of crap.  4/4 for a 7cc?  WHAT THE....am I overlooking a line of text that reads "Flying, Shadow, When Weaver of Lies comes into play untap up to seven lands." or something?

Limited: It's a morph creature so it's never really a dead card....you might even get the opportunity to use it's ability once, or just un-morph it for a 4/4 beast.
