Because this enchantment has cycling, it makes it so much better than the other Dragon this or that cards. Heck, because the cycling cost is the same as the cost to play it, if you're about to put it on a high costed creature, I'd just cycle it the turn before to draw a card, then bring it back from the grave when the creature comes into play!

While I don't see it being played in constructed, it's worth a 2nd look if you're playing blue in limited. A later pick, but better than advertised.

One of the dragon parts, and this one gives a creature with converted mana cost 6 or more flying. In constructed, I have one thing to say ... at least it has cycling. =\
 
In limited, however, the evasion can help greatly. And if you're putting it on something with a large mana cost, it usually will dominate the air. Don't take it too high though, it'll probably still be there later.

Dragon Wings is a card I have already found close to my heart. Flying is good and so is Cycling even better is throwing this in a PEZ recursion deck to give a fatty evasion.

Constructed - With better creatures to choose from these types of Enchantments aren't great but not too bad either - 2.25

Limited - Evasion is good but so is cycling - 3.00

PEZ - Great for Turbo-Mate and a few other decks - 2.85

Dragon Wings
It cycles, so it's hard to talk bad about it.  Seems tailor-made for a
green/blue limited deck, too bad that's one of the less often played
combinations in OnBC limited.  Also good for giving your twisted abomination
flying.  Even with cycling, It doesn't give enough bang for the buck to see
much constructed play, I don't think.  Maybe when wonder rotates out it'll
be a bad replacement.
