Cerebral Vortex

I'm not entirely sure I like this card. You can always play a bunch of Howling Mines and then play this card and have them take a bunch of damage. However, you are letting your opponent draw more cards, which means more options. And on top of that, I'm not so sure this is any better than just dealing damage to your opponent with burn spells.

Cerebral Vortex

An interesting combo with Niv Mizzet and other card draw. But the deck needs to be built around it a bit. While most people would be willing to take 2 damage to draw 2 cards, there are a lot of other, NON damaging ways to do this, so Vortex's ability should be deck specific.
