Overrule
This is a simple little counterspell, the next in a long legacy of X counterspells. This one has a bonus over such favorites as Syncopate and Convolute in that you get something out of it even when the opponent can pay X. And that something isn’t just Scry 2, it actually gets better the more you pay for X. No X counterspell has ever managed to crack into Standard with the likes of Mana Leak, Hinder, and Rewind about, and Remand, Spell Snare, and Voidslime continue to make the competition fierce. But this card will still get the job done when necessary.
In Limited, counterspells in general aren’t very good, and this is a fairly low Azorius pick, but still worth a 23rd pick I suppose.

Counter target spell unless it’s controller pays X. You gain X life.

Limited: Power Sink and Stream of Life had a baby. Awwwww! It’s so cuuuuuute! If you’re committed to blue, I’d certainly run it, if only out of necessity. Out of all the common counterspells in Ravnica draft, it’s arguably the most reliable. 3 out of 5

Constructed: So many more options for countermagic in the wider world, some of them better and some of them worse. Where does Overrule sit? In the middle. 2.5 out of 5

Casual: 1.5 our of 5 in casual dueling, 3 out of 5 in multiplayer.
