At first glance, this card may look odd next to some of black's other tutor cards. Why does it go to the top of your library? Isn't it better to have it in your hand where you can use it? But that's close enough when it's instant speed, and it also serves as the other side of that versatility. In a sense that's remarkably fair, even if it's still too powerful for Standard; indeed, in the history of this card, we see that it's done things like hold together shockingly powerful non-combo decks like the original Rock by giving them access to silver bullets and situational answers as needed.

Fun fact: This card is directly alluded to by the original Liliana Vess card from Lorwyn. Her second ability has the exact same game text, and costs -2 loyalty.
