Here we have a combination of Hand Control and Revitalize. This Neji's Effect kicks in when he's moved to the bottom of your Deck. This move can be through Revitalize or some other Effect that would move a card to the bottom of your Deck. When the move happens your Opponent removes a card in the Hand (Opponent's Hand) from play. The card comes back to that Hand at the end of the turn when this move happened. Combining Revitalize with Hyuga Hand Control can be a good idea, particularly when both are Earth-based Decks. Other than that, his stats are pretty decent. A T4 Jonin with Byakugan, 5/2-4/0 and no Hand Cost can be a good choice.
