I've seen this listed in your tips section alot (with a lot of division).  Here is the 'official' word from Upper Deck.

Subject: Yu-gi-oh

Couldn't find any contact e-mails on the yugioh-card website so I'm hoping you can help.  I've read all the Yu-gi-oh sites and everyone has a different opinion.  Is there somewhere I can find an official rulebook (like one a judge would use perhaps at a tournament)?  The main card in question is Ring of Magnetism.  "Upper Deck's" rules (as far as I can tell) state that you can use an Equip Magic card on either yourself or your opponent.  The Japanese rules state that you can not use Ring of Magnetism on your opponent.  If you CAN use this card on your opponent, then would the 'all of your opponent's monsters must attack this monster' mean your opponent must now attack themselves or does opponent now refer to you and all your monsters must attack his/hers?  And does this ring FORCE you to attack the monster or must you only attack the monster if you choose to attack (since by the rules you do not HAVE to attack on your turn)?  Some clarification needs to be made and the Specific Card Rulings on the Yu-gi-oh site do not touch on these particular pieces of the equation.  Thank you for any help.

Sincerely,
   Edward Myers

Dear Edward,

You may equip an opponent's monster with Ring of Magnetsim. If you do so, all of YOUR monsters must attack that monster.
