This is an effect for all toon monsters:You cannot summon Toon Monster if 
there is no "Toon World" on your Field.Toon Monsters cannot attack at the 
summon Turn. Toon Monsters cannot attack if you don't pay 500LP. If "Toon 
World" is destoryed, destory all Toon Monsters. Toon Monsters can attack the 
opposing player directly. If your opponent gets the control of your Toon 
Monsters, he cannot use them to attack you directly. Toon Monsters cannot be 
attacked by non-Toon Monsters.

That means if you have Blue Eyes Toon Dragon and Toon World you can defeat 
your opponent in 4 turns but it'll be hard to have BETD b/c its Ultra rare 
but i don't know about Toon World
