Activate only during your turn. Select 1 "Blackwing" monster with 2000 or less ATK in your Graveyard, and Special Summon it. You cannot Normal Summon or Set the turn you activate this card.

Blackback, another weapon to the all ready overloaded Blackwing arsenal.  Now, the downside with this card is that you can only activate this during your turn, and also the fact that you can't Normal Summon or Set the turn you use this card.
 
You can however still Special Summon, which is important.  Select a Blackwing monster with 2000 or less attack from your Graveyard, and this is a Special Summon.  Odds are this will be a Tuner or some other non-Blackwing Synchro monster.
 
Use this to perform said Synchro Summon, or whatever it is you need to do.  I like it, but it's a card I can really see Blackwing players taking or leaving, having that said:

Blackback: Not a pirate, but yet another Blackwing card Konami doesn't want real players to use. It essentially lets you use your normal summon to play a Blackwing from the graveyard. Why is it useless? It can only be used during your turn, you lose your normal summon, and it's a trap card. If it was a spell card, it'd have some sort of use, but not as a trap. Nobody wants to wait a turn to waste their normal summon on a weak effect. Blackwings have better cards to run and cards worth normal summoning.

The
Crowing

Blackback is a normal trap that special summons a Blackwing from your grave with 2000 or less attack. You can only activate it on your turn and you cannot normal summon or set when you activate this card.

Other then quick damage, this card is terrible. Blackwings need their normal summon in order to set up their plays, taking it away and only giving them a Wing with 2000 or less attack to work with, isnt good.

Blackback is an interesting trap, and it would be pretty decent too, if it weren't simply outclassed by preexisting cards. Special Summoning anything Sirocco-sized or less is significant, but the clauses at the beginning and end are what seal its fate as a trash holo. Activating only during your own turn hurts a lot, but no Normal Summons or Sets is just awful. There's pretty much no reason to play this card when you have Monster Reborn and Call of the Haunted available, unless you are already using both of those and want more revival.

Traditional: 1/5 Blackwings aren't even very good here, plus you'd have Premature Burial as another replacement for Blackback.
Advanced: 1.5/5 Not that it's totally useless, but other cards to the same thing better.
Art: 1/5 Pretty boring.
