Time Wizard?  Well, for fans of the tv show, I believe the only time this ever didn't work for Joey was in his duel against Bonz, in Duelist Kingdom.  Although it didn't win him his duel against Yugi, or against Kaiba, at the end of Battle City.  It's a Light Monster, and a Spellcaster, so it gains the privileges of those respective things.  I've been involved in this game a long time and never even seen anybody use a Time Wizard.  I mean, yea, that's about all I got.  Unless you're building a hardcore Joey Deck, you really don't need this.  Second Coin Toss can help I suppose if you were to get the flip wrong...yea I mentioned that

About that...no rating, it's Joey's signature card, except for Red Eyes

Time for a blast from the past – “Time Wizard”. Joey was as good with this card as Yugi was with top decking. Some times it pays to be lucky than good. Most good, real life players shy away from cards that depend on luck. Time Wizard has a 50% chance of destroying all of your opponent’s monsters. When combined with Second Coin Toss, you chances get better, but then we are relying on combos which are never a good thing.

The stats on Time Wizard are perfect for what it does. With it being a level 2 monster with 500 attack, Spellcaster, and a light monster, it can be summoned or special summoned in a variety of ways. Apprentice Magician and Shinning Angel can get it from the deck, while Debris Dragon and Junk Synchron can pull it out of the graveyard to use it for a Synchro summon.

Time Wizard also works well in a Chaos Deck and with Honest as it is a light monster. The issue that I have with Time wizard is that it is a Dark Hole that takes up a summon and depends on luck. It would be fun to tech in a Spellcaster or Chaos deck though. Imagine the look on your opponent’s face when you summon this little guy. Playing Time Wizard for fun is about all we are going to see of the little time clock that could.

Hey guys today we are going to be doing Time Wizard. A very nostalgic card, but situational even when it was released. If you get a coin toss right this card becomes a Raigeki.... Get it wrong and.. Well, lets just say you'll be regretting not getting the coin toss right.

Now if we could get the duelist kingdom anime effect (He was treated like a spell card at times allowing Joey to summon Baby Dragon and this at the same time & "Aging" all of the monsters on the field.) This card would be.... better? Overall I believe this card isn't competitive at all, but just a really good card to help remember your childhood.. :)
