Stray Lambs is a non-Quickplay, less Token summoning, more restrictive, inferior version of Scapegoat...period. You get two tokens instead of four,and you can't Summon anything else, but you're allowed to Set. However, unlike Scapegoat, your tokens can be used for Tribute Summons. Or I guess a Tribute Set in this case. Still, I wouldn't use it

As you also get Lamb tokens and could get Stray Lambs in your Legendary 4 collection, we are going to look at Stray Lambs today. First, it is a normal spell card that generates two tokens. That means that you have to activate it on your turn. Second, you can only set monsters on that turn. Let’s face it, there are a lot of good token generating cards in the game that are better than Stray Lambs, so lets take a look at some of the advantages and disadvantages of Stray Lambs as compared to the other cards.
 
Fires of Doomsday has the advantage of being played on your opponent’s turn, so you can use it for defense and still summon on your turn. Stray Lambs has the advantage of being able to tribute the tokens, so you can use it with Enemy Controller to take and attack with your opponent’s monster and then set your tribute monster.
 
Scapegoat also has the advantage of being played on your opponent’s turn and generates twice as many tokens as Stray Lambs. Stray Lambs has the advantage of using the tokens to set that turn and tribute summon the next turn.
 
Dandylion has many advantages in that all it has to do is be sent to the graveyard and is a quick effect. Like Stray Lambs, it also has the advantage of having no restrictions the turn after the tokens are summoned so they can be Synchro’d with and tributed.
 
Stray Lambs is probably best used in a token generating deck that burns for life points. You can use it with cards like Token Feastevil to burn for 600 LP, Token Sundae to destroy two cards on the field, and Token Thanksgiving to increase your life points by 1600.
 
There are other token generating cards of course, but these are the most notable. Unfortunately for Stray Lambs, no body wants you. Only Scapegoat and Dandylion are playable in today’s Meta. Stray Lambs is just too slow.

Hey guys today we are going to be doing Stray Lambs. A decent card, but unfortunately this is outclassed by Scapegoat... Need reasons?
Well, that's why we are here today. Let's look at this cards effect.
First in exchange for two tokens you cannot summon monsters, but you can set.... The only card that comes to mind when I think about abusing these tokens to their potential on the turn they are activated (Which means tribute set) is Guardian Sphinx.... Card is not that good right now.. I mean you could wait a turn and IF you tokens don't get destroyed you could synchro with them, but I have a feeling like I said Scapegoat does the job better not only because it's a quick play but you get more tokens! You could also wait that extra turn to tribute, but I really thing you should be using your resources with some other cards that are better off with tribute summoning. Like I said before this card is just outclassed.
