Welcome Pojoites, to Rivals of the Pharoah.  It looks like we're getting some anime cards from the villains.  Finally.  But Silver's Cry is not one of the new cards.  It's been out for a while.  Since it's a quick play spell with no costs, it's quick and easy to activate, so it has aged better than your average card.
 
It only revives Normal Dragon-type monsters.  Normal monsters in and of themselves are obsolete nowadays.  It's not enough to have good stats.  You need a good effect too.  But some decks support Normal Monsters by name.  Red-Eyes, Blue-Eyes, etc.  Very specific decks use this.
 
Revive a powerful beat-stick and attack with it.  Can help with regaining field advantage or OtKing.  Can be used defensively, as its chainable.  Unlike other revival cards, you get to keep your monster after the End Phase.
 
Won't be seen in competitive play much, but good for locals.

Silver's Cry is a very straightforward QuickPlay Spell Card. It revives any Dragon-type Normal Monster from the grave with the only downside of being limited to one activation per turn. That's it. Blue-Eyes, Red-Eyes, and Hieratic variants can all utilize Silver's Cry. Being able to set it and activate it during the opponent's turn is also nice. Unfortunately, this card is frequently replaced with Return of the True Dragon's due to that card's grave effect and ability to summon monsters with effects. Silver's Cry is still good, but isn't absolutely necessary to run at 3.
