Similar to yesterday's CotD, Fear from the Dark is a more topdeck-friendly version. Although it doesn't have the extremely high 2800 ATK, it's a more manageable Level 4 Monster with relatively decent stats in the current metagame.
 
It isn't as game-winning in Limited as Despair from the Dark, but a 1700 ATK Zombie can still get the job done against the majority of Monsters that see play in this format.

Well, basically what I have to say about Fear from the Dark is similar to what I had to say about Despair yesterday, as they're two very similar cards. Good against opponent's Hand/Deck Destruction tactics, and good to include in Dark, Zombie, and Side Decks. The only thing is, though, I consider Fear to be slightly better. Sure, people are more attracted to Despair because of its high ATK strength, but with Fear, if you can't Special Summon it by its Effect after an opponent's card Effect (know that it must be your opponent's card Effect, and not one of your own), you'll still be able to Normal Summon it, and with searchable by the Witch, and semi-powerful stats of 1700/1500, it's not a bad card at all. Works well, of course, with things like Call of the Mummy in Zombie Decks, and it's certainly capable of doing some damage to your opponent. And it's always a nice surprise for your opponent after they play some Hand or Deck Destruction cards against you, and end up getting rid of your Fear, thus giving you a free and easy Special Summon without any of your own effort, which is something that a lot of people are intrigued by.

Ditto everything said about Despair from the Dark, but with a few changes. 

Fear from the Dark is NOWHERE near as big as big as its older cousin ;P Therefore, it’s effect is felt much less and changes the game less significantly. Also, it isn’t worth wasting a book of life on this card - it’s a normal summon. 

In that respect, a 4 star 1700 isn’t bad given the fact you can summon it if need be, and therefore it isn’t a bad top deck, either. I just think that despair > fear, as a personal preference. You shouldn’t be wasting a normal summon/set on this card, so the fact it is 4 star makes no difference to me. 

Ratings: 
Constructed - 1.5/5 - I’ll pass 
Limited - 1.3/5 - It’s not even that stable a beatdown monsters
