I have wide collection of pokemon cards, including all American, and many
Japanese, but one has me stumped.  I got it in a vending sheet.  It has Pass
Card written on the top.  It portrays Imakuni in his average life.  It has
the white type back.  Is it rare or valueable?  What exactly is it?

The Pass card was one of the cards in the series 3 vending sheets.  The card is no more rare or valuable than the vending sheets themselves due to the ability to pick out numbers on the back.  I would say the card is at the most, about $5, but this is at best an educated guess.
