It depends on who has the Aerodactyl.
If your opponent has the Aerodactyl, and you paralyze it, then Prehistoric
Power will not be active for their turn. They will be able to evolve
during their turn. At the end of their turn, the paralysis wears off.
So during your turn, you will not be able to evolve.
If you have the Aerodactyl and they
paralyze it, then during your turn it will be paralyzed and you can evolve.
At the end of your turn, it recovers and they will not be able to evolve.
So, to answer the question simply, the
player who DOES have the Aerodactyl will be able to evolve when it is paralzed,
but the Aerodactyl can never be paralyzed on the other players turn, meaning
they can no evolve due to paralysis.
