I had a slightly silly question concerning the Gym Series Pokemon

I had a slightly silly question concerning the Gym Series Pokemon. I know you're supposed to treat the gym pokemon as a completely different card, for example a Sabrina's Abra is a different card than Abra from Base Set and you're allowed to play with 4 of each. What I was wondering though is are you allowed to put 4 Sabrina's Abra Lvl.12 and 4 Sabrina's Abra Lvl.18 in the same deck? This confused me because she has 3 different Abras that all do different attacks and even have different pictures. I think that you are only allowed to have 4 total Sabrina's Abras in a deck because the rules said you're only allowed to have 4 cards with the same name (example, not allowed to have 4 abras from team rocket and 4 base set abras in the same deck.) In this example, the names of the Pokemon are the same - both Sabrina's Abra. Even though their level is diffferent, the level is not officially part of the name. So, since they are both "Sabrina's Abra", then you may have at most a total of 4.
