Energy Charge
It can get a non-basic energy from your discard, which isn't bad. Its only bad side is that it requires a flip and if your luck's as bad as mine it's not worth it. But if your one of the few lucky people who always get a heads when flipping for things like this use it in every deck with any non-basic energy.

Tuesday - Energy Charge
When Neo Genesis first came out, I passed this card off as a bad rare, along with Arcade Game and Time Capsule. Then I gave it a second look. This
card isn't bad. Basically, you have to play this in a Steelix deck. And you
have to play it with Sneasel. Yes, it's a flip, but out of all the cards
that use a flip, this is one of the better ones.
In standard, the card is most heavily used. If you are going to play a
Steelix deck, you HAVE to play this. It's not a choice, it's a have to.
Simply put, you could have 4 metal on Steely Dan, and then all the sudden
they ser you TWICE. Do you resign? No! You Energy Charge TWICE and hope to
get two heads ;) If you get two tails, don't come crying back to me.
In modified, it's not needed. Steelix isn't powerful in Modified... but
it will be in about... *looks at calender* 2 weeks.
In MMF, it's great. Steelix is a popular card, and Energy Charge goes
right along with it.
In Limited, it's not. Dude, why would you play this card... when there
aren't special energies? Or at least not a big amount? =/

Energy Charge
Energy Charge can be found in the Neo Geneses set.
In Unlimited, special energy is played alot. Having a way to get lost special energy back into the deck is great. The 50% chance isn't so bad if your playing this card in multiples.
In the other formats like Neon and Modified, special energy isn't played as much. Your energy are not in as high of a risk to be removed. Energy Charge isn't that great of a pick here. It still the current best way to get Darkness, Metal, etc. back
Draft.
I would say this is a not so good draft card. Getting two of any energy back isn't going to win the game. Draft decks usually get on energy shortages.
This card is best used for decks running special energy. Because in decks that are not, just use nightly Garbage run.
