Almost countless Pikachus to choose from, this one is above
average. Bottom
line is there are no strong Raichus for unlimited, and even
if you wanted to
play one, Movie Promo Pikachu or Pikachu d (Promo) are
probably better.

I don't know of any way you can get a promo in a limited
tournament, but
Pikachu is your typical basic here. Average attacks and 50
HP. If you get
the evolution, you can play it. If you don't, you don't.

Pikachu’s are all usually the same; this one’s no different.
Agility is ok for 1 colorless, and Thundershock can buy
time. Pretty good for a Pikachu actually.
Unlimited: 1/5
Pikachu and Raichu don’t belong here. Stick with Sneasel and
Energy Removal :-D.
Modified: 2/5
Decent, but the only deck that uses Raichu is Delta, and you
need the Delta Pikachu for Delta Draw. If this Pikachu had a
“d” on it, I’d run it in Rai/Eggs.
Limited: 3/5
Good opener. Can definitely buy you some time to set up.

Pikachu - 10th ed. Promo
Modified 2/5 - I am basing this on the fact that you'll probably
run Raichu ex from Emerald or something non-delta Raichu. If
that is the case, then having a 50 HP Pokemon that can use
Agility and Paralyze opponent's Pokemon early on is not bad.
