    Greetings Nate,
It's an interesting Raindance variation. What I see wrong here can be summed up like this: Too many pokemon and too few trainers! It's been my experience that anything more than say 24 to 26 pokemon is a little too much. While working with 3 Oaks is a good thing, they won't give you the speed you need to get the raindance running fast enough.
Here's what I would suggest. Loose all the Poli evolution line and the Clefairy/Clefable pokemon. I would also remove 1 Wartorle, Oak, Blastoise, and 1 Arcticuno along with 7 Water Energy. In their place, I would put in 6 Psychic Energy, 4/3 Psyduck and Golduck, 3 Lapras, 3 Bills, 3 Pokemon Traders, 2 Pokemon Breeders, and 3 Energy Search.
I do realize you had the Poil line in here because of what 'Wrath and 'Whril could do (a 40 damage Hyper Beam is a nasty thing). In their palce I put in the ducks, the Psychic Energy  and Lapras. Psyduck may not seem like a good staller, but if you think about the opponent not being able to play trainer on his turn, that does give you an advantage. Golduck's Hyper Beam is like Dragonair's, but has a total cost of three (2 of which are water). Lapras is a fair Basic pokemon that should also give you some good stall ability. I did add trainers that should help get one of those 3 Balstioses in to play rather quickly, as well as the Energy Search trainer to get an extra Water Energy or a needed Psychic Energy for Psyduck.
    I hope this helps Nate,
