Actually, looking over your deck, my suggestions are fairly minimal. Remove a Gengar and Ditto, and replace them with Scythers. This will give you a pokemon with a non-psychic attack. So when you meet pokemon that have resistance to Psychic, you can just switch over to Scyther and have him lay down the law.
Pokemon (13 Basic + 5 Evols = 18 Total):
4 Gastly (Fossil)
3 Haunter (Fossil)
2 Gengar
3 Mewtwo (Movie)
2 Ditto
4 Scyther
Now for energy, our deck is simple. 20 Psychic and 4 Double Colorless for those Scythers and Ditto.
Energy (20 Basic + 4 DCE = 24 Total):
Finally, we'll pick out (60 - 18 - 24 = 18) 18 trainers to compliment our deck's purpose. Since we have very low retreat costs in this deck, it will be easy to maneuver around who is up front, so we won't need Switch or Scoop Up. Let's instead focus on Card Drawing and Disruption.
