Nuts for playing with Charizard? Not neccessarily, and not if you do it well.
Let me show you how to do it better.
1) Actually, I think a 3-3-2 or 3-2-2 evolution of
Charmander/Charmeleon/Charizard would do nicely here. Charizard is one of those
families where there's no real reason to skip the Stage 1--Charmeleon is a great
Poke and there's no real speed advantage to Breeding on the second turn anyway
since you won't be fully powered up by then. I also recommend Base Charmander
over Rocket since Base does a better job of staying alive. There's an immense
difference between 40 and 50 HP... 40 is just saying "Jab me, Jab me"
while 50 gives the impression of relative beefiness. Lastly, Ditto vs
Electabuzz. Electabuzz could probably live quite happily in this deck (keep in
mind that 3-4 Buzz only need about 6 energy of color to live happily) but
there's nothing wrong with Ditto. Well, there can be, but he's not as bad as I
once thought.
2) We still want Breeder, but 2 of them will be fine. We also need Item Finders
in here somehow. 6 ways to get energy back is a bit much even here, so drop 2 of
them. Take your pick--Retrieval or NGR--and put 4 of them in. Since this deck
will deplete itself quickly, I go with NGR, but you should try it both ways.
3) 22 energy seems a bit low, but 4 NGR will make up for it in a big ol' way. If
it ain't broke.

We've been adding and subtracting carefully, so that should be 60 cards.
On a related note, I think you could use a name change. I happen to think Chiss
would be a great name for a deck, even though it has nothing to do with this
deck except for the CH sound. Just out of curiosity, does anybody know where the
name Chiss comes from? And no, it's nothing obscene at all...
