Hi! This is Lauren Parker. I am Lauren Parker and I live in Queesnland,
Australia. I am 13 years old.
I have been visiting the Pojo's site and been buying the magazine for quite
a while now. I have recently noticed your section on "fixing" decks. I have
a deck that my friends say is the coolest deck around. I have won many
battles and tournaments with it. It has exactly 60 cards (like it should)
and it's got some great cards in it, but I think that it is missing
something important, or has to drop something unimportant. I have a feeling
I might be able to win more matches with it if I find out what's bugging
me. So...I've turned to you. You're my only help. Please!!!!

Here's how the deck works:

1) Obviously the main Pokemon in this deck is Pikachu. In fact, there are
11 of it! Pretty cool, huh? Since Pikachu's defence and attck varies
between each type of Pikachu, there are certain techniques to know how to
choose which type (Basic, Jungle or Movie) to choose to play, whether it be
your first turn or your last turn.
2) Keep in mind that you have five Scoop Up in your pile of trainers. This
allows you to re-evolve any of the Pikachu into the one and only Raichu. By
discarding all the energies and others on that Pikachu, you are removing
all its safety accounts, therefore forwarding it to its minor and becoming
the superior of that card. You can also use this advantage trainer on any
Magneton or Electrode. 
3) Actually playing with the deck is your own knowledge of Pokemon Cards
and battling. You choose how  to and when to evolve, shuffle, discard and
filter (filtering is getting rid of sudden deaths, injured, paralyzed,
confused, poisoned and sleeping).
4) Before you become mind-boggled with the possibilities of evolution and
benching, take into consideration that your opposition may take advantage
of your eleven Pikachu. Poisoning, Paralyzing, Putting to Sleep and
Confusing are all options which can be obtained. But nevertheless, your
trainers and many energies will have noticable effects. The opponent will
be greatly affected by your mysterious return into play once again.
5) After you have drawn your first card, and your opponent has as well,
turn over your cards. There will be a high chance your card will be a
Pikachu, thanks to me building the card around this character and the
conclusion that the total and complete deck is highlighted by Electric
Energy. 
6) When flipping cards, coins or counters, use the ability of Pokedex to
look at some cards and put them into your applicable order. This allows the
flow of cards to be reached ot its peak by choosing the Basic counterpart
and Pokemon card component.
7) Continue like this until you and your opponent have one card left each.
After choosing these cards, there is no mistake you will have to play it,
unless your evolution statistics take over and your can perform another
Pokemon and reactivate it into play. Win or lose, it all depends on how you
decide to play each card, and how you react to the opposition's attack and
defence.
8) Remember, don't forget that the two energies, Mysterious Fossil and
Clefairy Doll can be Trainer AND Pokemon, but not at the same time, in this
deck.

Overview
You've obviously put some thought into it, at least, which is one of the reasons I'm fixing it. However, you've got some pretty big rules conflicts. You can only have up to four of any card. This means... No 11 Pikachus. No five Scoop Ups. No five Bills. With that in mind, this will take some work.

Pok閙on
You'll need to go down to four Pikachus. I'd stick with the movie version to power up for Raichu. Pikachu isn't great by itself, so I'd add three Base Set Raichu.

Take out the Magneton family and the Electrode family, and replace the Movie Electabuzz with Base Set Electabuzz. Take out the Jolteon since you don't have any Eevee and add four Scyther for Fighting Resistance. Throw in a couple Ditto for some versatility to finish it off.

Trainers
You're too unfocused here; having one of everything isn't going to give you more options, it's going to make your deck more unpredictable and give you less control. Drop a Bill and two Scoop Ups first to get back within legal limits. Take out Potion, Clefairy Doll, PokeBall, Fossil, Sleep, Goop Gas, Gambler, and Pokedex. These are all pretty much unreliable, innefective, or just plain bad.

With all that space freed up, you can now add some card drawing. This lets you to manipulate your deck more easily and gives you more control. Add three Prof. Oak and three Com. Search. Com. Search is more versatile than Pokemon Trader, and with three Searches you can take the Trader out. Space is valuable and you don't want to waste any. Add two more Lass for Trainer Disruption and three GOW for Pokemon disruption. Add four PlusPower to help you get KO's more quickly. Add three No Removal Gym to protect from ERs and SERs. Lastly, add a couple ItemFinder to get back lost trainers.

Take it up to 14 Lightning and add four DCE. Here's the finished deck:

Those are my suggestions. It looks a lot different, but should work better. Try to pay more attention to the rules regarding card limitations and such. Good Luck!
