Thanks very much!It looks like you've got a great start here and are well versed in the art of deck design and meta-gaming. You've got a good number of pokemon, energy, and trainers. Well done!
But, I'm sure you didn't desire to just hear praises, but rather suggestions for things you can try to help secure the meta-game against Rain Dance. Muk is an excellent choice for this, and Electabuzz and Scyther are also great to use against Rain Dance. Since this is so true, let's increase their presence in your deck to 4 each. Let's also get rid of the Jynx, Kangaskhan, and Ponyta. Although Ponyta is a decent meta-game against Scyther, Eletabuzz can take him out in two hits and Mewtwo as well. As your not playing with Fighting, his resistance is not a concern. We'll increase our number of Muks to 3. This will help us secure the evolution quicker. Let's play with just the two Mewtwo, and throw in 2 Mr. Mimes to finish off our pokemon mix.

Now we've got several combinations and themes working in this deck. We've got Electabuzz, Scyther, and Mewtwo for some offense, Grimer and Muk for poison/disruption, and the Scyther/Mr. Mime combo of Slash and Meditate. Scary.
We'll mix up some energy to match our pokemon next.
Energy (20 Basic + 4 DCE = 24 Total):
Keeping our Rain Dance enemy in mind, let's mix our trainers last. We've got room for (60 - 18 - 24 = 18) 18 trainers. Card drawing and disruption appear to be our keys to defeating most decks, including Blastoise. We'll put a few Plus Powers in our deck, for when we need that extra punch.
