Okay, first to address your question. As it states on the Garage main page, becoming a Deck Mechanic is a matter of being ASKED to do it. The Pojo seeks out good deck builders and asks them to try out for open spots. Asking about it isn't going to help you. My best recommendation for anyone that wants to someday be a Deck Mechanic is to play the game A LOT. Build a variety of decks and playtest them. Go to tournaments. And participate in online discussions and Pojo events. Again, there is no process of how you get to be a Deck Mechanic. Just enjoy the game, and maybe someday someone will notice your skills and ask you.

Now, for your deck. You've got an excellent basis here. In fact, I have nothing to change in your choice of pokemon, or your choice of energy. So, I'll just copy them from above for everyone else to review.

Now let's dig into your choice of trainers. You have room for (60 - 20 - 24 = 16) 16 trainers. In order to see easier what I've changed, I'm going to put what you had on the left, and my remix on the right, then I'll briefly discuss why I made those changes.

The reason for these choices should be fairly obvious. With a Wigglytuff deck, we want to make sure we have plenty of card drawing ability to get him out as quickly as possible with a lot of bench support. The Scoop Ups are added for getting an Electabuzz out of the way when we get Wigglytuff ready and also for its healing ability. Get a lot of damage on your Scyther or Electabuzz, and just bring them back up to your hand to avoid the KO opportunity for your opponent. The Gust of Winds are great for both offense and defense. In our case, we are going to be using them mostly for offense. Bring up something that can be quickly KO'd. We took out the Pokemon Traders, because we don't want to lose a pokemon in order to get a different one. We'd rather just be able to get another. The more the merrier for Wigglytuff. Good luck!
