My main recommendation is to remove the Dragon family and play with Articuno instead. His fighting resistance will stop the Haymaker's cold, and lack of weakness makes him a decent active fighter. And since he is a water type, you can rain the energy down on him, unlike the Dragonair. We'll also play with a couple Lapras to deal with Mr. Mime.

Since we're playing Rain Dance, all we want is Water Energy. That's right, NO Double Colorless Energy. I also prefer to play with 24 Water in Rain Dance. It seems a tried and true amount.

Finally, Blastoise needs draw power. And LOTS of it. Also, we're going to need Gust of Winds for when we see Aerodactyl, Mew, or Muk hit the bench. We need to KO those in a hurry. We've got room in our deck for (60 - 18 - 24 = 18) 18 trainers.
