It's nice to see an all-electric deck for a change.
Outside of Electabuzz, nobody seems to take electric
Pokes seriously in the TCG. Probably the Zapdos,
Raichu, and Magneton from the basic set left people
with a bad first impression. Fossil has done a bit to
change that, but not much.

1) I can't argue with any of your families. The one,
VERY bad thing I notice is that EVERY SINGLE ONE of
your Pokemon is weak to fighting. EVERY SINGLE ONE.
Did I mention this was bad?? The first thing I would
do is yank the Magneton family out of there. Fossil
has better HP, but the attack still sucks (it can get
around resistance, sure, but if you're up against an
electric-resistant Pokemon, chances are Magneton is
toast next turn anyways.) In here I would put four
Scythers. This should provide a somewhat adequate
guard against fighting (especially since all the
electric-resistant fighting Pokes are weak to grass.)
Now, exchange your Pikachu and Raichu for Jungle and
Fossil, respectively. Jolteon can stay; I personally
think he's one of the better electric evolutions
despite his low HP. We've created a card slot here,
which we'll carry over.

2) You really, REALLY need two things. A) a way to
search, and B) energy removal. First of all, let's
drop a Gust and a Switch for two Computer Searches. If
you wanted to keep all 3 of the Switches, you could
drop an energy instead. Now we need to take out
something for energy removal. I'm gonna choose to drop
PlusPower; I know it's a great card, but we NEED that
removal in here dammit! Put in 4 ERs. This is where
that extra slot comes in. Now add a Bill and we should
be done.

3) We've a dilemma of sorts here: How much DCE to put
in. DCE is worth its weight in gold with Scyther, but
doesn't work well with any of the others except maybe
Eevee/Jolteon, and doesn't work with the Raichu family
at all. I'm gonna compromise and go with 21 electric,
2 DCE. Play with this and figure out how much double
colorless you want.

Now this is my ideal deck. Not a tournament killer,
but one that's fun to play with. It's mono, with solid
families, a BBP from the appropriate color, protection
against weakness, and the trainers to back it all up.

Electrode, but you could try him if you wanted. That's
