Get Arcanine out fast, Lass if it's built up. Nice combo. Rocket's Zapdos is back-up, and builds itself fast. Plasma is nice with Super Energy Removal. You have the right idea.
Pokémon
Your Pokémon line is absoloutley perfect. Since you don't play against much Clefable or Ditto, you can get away with it.
Trainers
You're forgetting a trainer that would work perfect with Rocket's Zapdos and Arcanine: Gold Berry. They both damage themselves! Play three! Drop a Super, your deck needs a lot of energy for Arcanine. Drop a Lass, two will work. If your environment has no effective gyms, than maybe you can get away with no default gym. You don't need Gust of Wind, that much, since Arcanine and Rocket's Zapdos can KO almost anything before it has a chance to retreat, so play only one.

You had the right idea. If you run into Ditto or Clefable you'll need to fix this deck differently. If gyms like EcoGym or No Removal Gym are hurting your trainers, put it a Narrow.
