An All Steel Deck, eh? I like the idea of having all the pokes be able to
use Steel Energy, but I don't think there would be enough to go around.
We'll have to cut something.
Pokemon: Keep the Scizor line and the Rocket's Zapdos. This way, you can
have enough steel for each of them. Chansey would need too many cards to
make it work with the Steel Energy. Make it 3 Scyther and 3 Scizor, which
should be enough to get Scizor out, and the Rocket's Zapdos count looks good
at 3. As far as your backup hitters go, add in 2 Erika's Jigglypuff and 2
Gligar. Erika's Jiggly is great for hits on babies and first turn knockouts.
Gligar is there to fight Clefable/Wigglytuff/Chansey - those evil colorless
beasts. Add in 3 Cleffa for card draw, to fight off Trap decks, and to get
off the ever important Eeeeeeek/Lass combo! Lastly, throw in 2 Igglybuff to
fight Slowking, and other power reliant decks. This makes a total of 18
pokemon, 15 of which are basic.
Trainers: First, add in the general necessary card draw; 4 Professor Oak, 4
Computer Search, 3 Item Finder. That should be enough for this deck. One
card that plays a very important role in this deck is PlusPower. You need it
for Erika's Jigglypuff, you need it for Rocket's Zapdos, and you need it to
help finish off damaged Pokemon after a Claw Swipe by Scizor. Add 3 of
these, because they are ALWAYS helpful. Also, 3 Lass for the ALWAYS
IMPORTANT Eeeeeeek/Lass combo. Get that combo off... I don't care what deck
you're playing, GET THAT COMBO OFF. Now, if you're playing Steel Energy, you
have to make this decision - Do you or do you not want to play Removals?
Personally, I believe you should play EcoGym instead. This way, you can just
load up Steel Energy on Scizor, and make it an absolute monster. Play 2
Ecogym, and 2 SER as well... just in case you need to get rid of some DCE's.
3 Gold Berry will work great with Rocket's Zapdos, and Scizor can use it
to stay alive and keep dishing out damage as well. Another important trainer
in this type of deck is Energy Charge, to get back lost Steel Energies.
True, the card sucks, since it's completely trainer reliant - but It's the
easiest way to get back special energy. Add 2 in the deck, as well as one
Nightly Garbage Run to get back lost Pokemon and regular energy, if
necessary. Lastly, add 2 Gust of Wind to alter the game, by ruining your
opponent's plans. That's a total of 29 trainers.
Energy: 7 Lightning Energy should be plenty for Rocket's Zapdos. He can
reuse them if necessary, via Plasma. Add in 3 Metal for Scizor, and 3 Double
Colorless Energy for Scyther/Erika's Jiggly/Gligar, and you should be good to
go. That's 13 Energy!

Clearly, the strategy for this deck is to either one of two ways. Load up
Scizor with metal and take out your opponent's Pokemon one by one. Or you
can focus on Rocket's Zapdos and get it loaded with a Metal dishing out 60
damage per turn, and 10 to self. Make the correct choice depending on what
deck you're playing against...
