You're trying to mix stalling and attacking, which doesn't really work. Let's drop the stall theme, since stalling is passive and defensive, and you want to be active if you can help it. (Ever played chess?)

1) Three families is bad. Go down to 2 so you'll have better luck at getting them out. You mention some things about Golduck that you like, but all you say about Dewgong is that Aurora Beam shuts down Muk and Mr. Mime. (Which is a completely nonsensical statement, of course, since pretty much nothing could be further from the truth.) Now you want some good basics. If you can't get MP Mewtwo, take out the Base Set Mewtwos and put in some Jynx. Lapras would also be an idea, but it's a bit colored-energy intensive. Lastly, throw in a Kangaskhan just to be searched for versus other psychic decks.

2) Most of the trainers in your deck make good sense. The ones that don't are Scoop Up and Mr. Fuji. You have almost no Pokemon in this deck that you can afford to Scoop, and even Fuji doesn't work that well. 'Twould be far better, methinks, to utilize the space for another Bill and Oak, not to mention the standard four Energy Removals. PlusPower would also be nice (isn't it always?)

3) You can probably drop down to 10 or even 9 water energy with your Retrieval and relatively low requirements.
