Hmm, hmm. An Energy Trans deck. This one introduces a new twist: Dragonair.

1) I'm sorry... I have to admit that Dragonair doesn't seem all that great to me. As awesome as he is elsewhere, he seems a bit weak here and doesn't go that great with the theme. It seems to me that other than Venusaur itself, Energy Trans wants to mostly be running heavy grass or colorless basics (such as, indeed, Scyther, Pinsir, and Kangaskhan.) Try taking him out... and putting in one more each of Scyther and Pinsir. This will also bring you down a bit, as 20 Pokemon was just a bit high. You could add another Kangaskhan, or even one more of the Grass basics if you wanted to.

2) Now for Trainers. You've got the essentials, no doubt about it. Why don't you drop Pokemon Center to 3. I'm not sure what to use the space for. Energy Removal would be nice, but this deck just begs for Double Colorless. You need Breeder, too, so let's start by first putting 2 of those in. Now drop a Retrieval to make room for the DCE. I would, as I said, dearly love to have ER in here, but it seems like it just won't be possible.

3) There is no excuse for this deck not to be running 4 DCEs. Drop another Grass energy to make the last bit of room. We should then be done here.

I think I've helped you tune this up. Dropping Dragonair helped, as he just doesn't work very well in this kind of a deck. His attacks don't really fit the theme, and Dratini's weak stats were probably hurting you in the early game. This deck should do better in tourneys now. See ya!
