Well, most of the time I relegate decks such as this to the back of my
mailbox... but this guy has an excuse-- he doesn't speak English very well. I
can understand how he might have missed the deck guidelines. Besides, I was
tickled pink to get a deck from Brazil.
1) You have good Pokemon. But, as you said, you are depending too much on the
luck factor. It would probably be better if you tried to use only a couple of
different evolutions--3 at most. With that in mind, begin by dropping Dugtrio
and Wartortle. You can do better than those. Now you have 3 families left, and
you should probably drop another one. I like Dewgong, and I would recommend you
keep him. Whether to use Dragonair or Machoke depends a lot on your personal
preference. Dragonair is awesome, but Machop is a much better starter than
Dratini, so I think I'll go with Machoke. Try going 4-3 on the Dewgong family
and 3-2 on the Machop family. Now put in a couple more good basics. Try to get
another Hitmonchan--I can sense that you have something of a card shortage, but
Hitmonchan is very good. Now a few Farfetch'd-- it seems to me that you probably
don't have Jungle or Fossil (am I right?) otherwise I'd recommend Scyther.
Farfetch'd should be easy to get-- heck, two of them come with the Blackout
theme deck
2) You need some help with your Trainer cards. Trainers are the main tools any
deck uses to counteract the luck factor which you referred to. First of all,
drop the Super Potions. Then drop the Trader and put in a couple of Computer
Searches. Finally, you need at least 3 Bills and 2 Professor Oaks. If there is
any space left over at the end, put in a couple of Gust of Wind.
3) 28 Energy is more than most decks need. You can cut it down to about 24
energy-- half fighting, half water. If you find that you are having energy
problems, put in a couple of Energy Retrievals to help this. If you're using
Farfetch'd or another such colorless Pokemon, you may want to think about just a
couple DCE.

This deck isn't perfect, of course. But it's significantly better than it once
was. As you can see, I was able to add a lot of the stuff that I wanted (Gust
and Retrieval.) Exactly how many DCE you want is up to you. I included 2, but
you may want to go to 4, dropping a couple fighting energy along the way.
