Okay, first of all... I really wish you had given me the exact energy ratios. I
really ought to junk the fix for not providing information like that, but I've
already started work on it.
1) Okay. 4 Onix is a given; it's the deck theme. The fighting line you mention
I'm not sure about. You seem to be having trouble deciding between attacking and
stalling. If Base Onix is your theme, it sounds like stalling is the name of the
game; therefore yank the Primeape/Whatever to create some more room to work
with. A lot of the good stalling decks I've seen run mostly on basics (Alakazam
decks excluded.) I'd advise you to use either Chansey or Lickitung to supplement
Onix's stalling capabilities and to back him up in the event that your opponent
pulls out an attack powerful enough to overpower Harden. Chansey has more HP and
lower retreat, but Licki throws a bit of damage into the mix. I'd try Chansey,
and use Lickitung if Chansey doesn't work for you or if you're not rich.
2) Trainers are what make a stall deck, perhaps even more so than other decks.
This is part of the reason we cut the number of Pokemon. First of all, yank the
Oaks. You'll want to rely more on searching and a few Bills to let you get what
you need. Put in stall's favorite friend, Scoop Up, to help haul Onix out of
danger before he dies. Mr. Fuji is also not a bad idea, nor is Switch. In fact,
here I think I'd choose Switches over GOWs. Computer Search goes in. Re: your
comments about Defender and Potion.... I don't think their inclusion would be
justified. You can do better. I'm starting to sound a bit incoherent, and I'm
sorry. I'm running on a lack of sleep. Lemme go get some caffeine.
3) Energy. We'll want 4 DCEs, some fighting energy, and some psychic energy.
Also... depending on how much total room we have for energy, some Potion Energy
might not be a bad idea. By the way, I just noticed today that you have to play
Potion Energy from your hand to get its benefit, which kills all the sweet
combos with Mewtwo that might otherwise be feasible. Drat.
Now then, let's add it all up and see how illegal it is...

Okay. Now that I've regained marginal coherence, let my try and outline how this
deck should work.
For your Pokemon, Onix is who the deck is built around. Scyther can absorb
damage and run away with it, and can do a bit of attacking. Mime throws up a
wall against huge evolutions, forcing your opponent to scrounge around for a
20-damage attack--he combines well with Onix; one handling the low-damage
attacks and the other the high-damage attacks. Chansey just soaks up damage and
can Double-Edge specific threats away if need be. Mewtwo is there just because
he's good and in case you do need some attacking..
Trainers-wise, Scoop and Fuji should be obvious. Computer Searches and Item
Finders are necessary because stall takes a different approach than most decks.
Most decks can simply rely on mass card drawing, reducing the need for as much
searching. This staller, on the other hand, needs to be able to go through its
library for cards and then re-use them. Energy removal and Garbage Thingy...
well, you said it yourself! Other trainers could also work here, so don't be
afraid to swap them around a bit in testing..
Energy: I'm a bit unsure of the energy ratios, as I usually am. This is one
thing that could definitely do with some testing. The amount of psy shouldn't be
too low, and 4 DCE are a must.
