Rares? Hmm... I count 13 of 'em. Let's see if we can't fit some more in =)
1) Okay. First of all, we need to figure out where to make room that we're gonna
need... I think we can drop the Tauros straight off. They're not very good in
this deck. About the only thing they are useful for is psy resistance. If you
need psy resistance, fit in one or two solid Pokes like Jigglypuff or
Kangaskhan, but I'm not gonna do that right now. That gives us more space to
work with, and since your other choices are all very solid, we're done here. If
we need more space later, we can come back and drop a Scyther or something.
2) Trainers are where this deck needs the help. You say you are having trouble
with speed, and looking at the trainers, I can well believe it. This deck CANNOT
run without searching. Start by dropping Full Heal. We've now got four slots to
work with, so slide in three Computer Searches and another Oak. Switch is good,
because it helps you save an Aerodactyl that gets unexpectedly gusted, but you
may want to at least experiment with using Gusts or your own instead. Having
both would be nice, but we're cramped for space as it is. Now that we've speeded
your deck up substantially, we come to the nit-picky stuff. As I mentioned, I'd
like to have some GOWs, as well as a fourth Energy Removal. You can go back and
drop a Scyther or something else if you think this would help. It may be
something that you want to experiment with. But I'd say we're done here for
right now.
3) Your energy is looking pretty good. This deck has very low energy
requirements, so that's good. You could probably get away with dropping another
psy energy if you need space.

There you go. This deck will run much faster now. There's lots of stuff that
would have been nice in here (GOW, Scoop, ER, etc) but you've got the basics.
