Well, nice try sucking up to me by using a Ninetales in your example. =) And I
don't deny that most cards can be used to good advantage in specific situations.
The trouble is, most decks are scrounging for space to find the trainers and
Pokemon they want to run, and there are usually many trainers that can use the
space more effectively than the Pokeflute in your aforementioned example. Sorry.

In all seriousness, I'll answer your question, mainly because I play with Mag a
lot and I get PO'ed when people can't get the rules on Smokescreen right.
Smokescreen is an effect done to the DEFENDING Pokemon. If that Pokemon evolves,
devolves, is knocked out, or goes to the bench, the effect is removed. So yes,
in your example, Wiggly would be smoke-free and healthy. Gusting Magmar to the
bench, knocking it out, or wadding it up into a little ball and cramming it down
your opponent's throat... those don't do jack.

The best promo card for actual play, is, of course, Movie Mewtwo. Other than
that, Mew and Arcanine look like good bets, as does League Promo Pikachu (with
the appropriate Raichus, of course.) I'd stay away from most of the others,
although you could probably make any of them playable if you worked hard enough
at it.

I don't know that we're rivals. I do know that he's funnier than me. I have
tried mightily to equal his brillance, but I cannot. Oh well. At least I've got
the hair. And Vulpix has enlisted my Jolteon and Meriipu to guard him. He asked
me to tell your Gyarados "Vulpix pix vul vulpix!" which, as nearly as
I can tell, translates as "Bite me." Which is similar to the sentiment
I myself was about to express.

SPIKE'S RANDOM THOUGHT FOR THE DAY:
Random thought, huh? Good word for it. Because right now, my brain is
short-circuiting due to too much caffeine. I wrote up a touching remembrance to
a friend of mine, but decided not to post it because it might upset some people
who can't handle the darker side of life.
How's this for a random thought:
"I should really make a deck based around Silkenfist Order and Sand
Squid"
In case you're wondering, those are Magic cards. And yes, I have been thinking
all day about making a deck around them. Well, actually just the Order, because
a friend of my brother's has a zillion of the damn things, and for some reason I
find the artwork to be side-splittingly hilarious. I'm thinking of adding Sand
Squid because, let's face it, squids are cool. Is there a Squid Pokemon? If
there isn't, there should be.
Hehe. 1:37 AM on Sunday. All my online friends have abandoned me. Crash is
partying. Most of the rest have gone to bed. Some have even gone to sleep. I
should really get some cereal and go to sleep myself.
Now, at the very end, let's summon up a bit of seriousness and have a moment of
silence for a young man named Corey Sullivan. He will be missed. If anybody who
