Here is the deck I used at Full Moon:
Pokemon:
4 Jigglypuff
3 Wigglytuff
3 Scyther
4 Magmar
2 Doduo

Energy:
13 Fire Energy
4 Double Colorless Energy

Trainers:
4 Bill
4 Professor Oak
4 Computer Search
4 Pluspower
4 Energy Removal
3 Energy Retrieval
2 Gust of Wind
2 Lass

I give credit to Deranged Parrot from the Pokegym for inventing this
deck. I made some small modifications because I didn't have all the
cards.
My version:
-1 Wigglytuff
-1 Scyther
+2 Doduo
-1 Lass
-1 Energy Retrieval
+2 Gust of Wind

Strategy:
Start with Magmar, Scyther, or Doduo. Use Professor Oak like crazy to
get a Wigglytuff out with a full bench by second turn. Then, keep all
other trainers in your hand and Lass, getting you in good shape so you
do not deck yourself and to disrupt your opponent heavily.

Round 1: My brother with Insanity (borrowed from me)
We both came late and so we had to play a three-prize game.
He starts with three Electabuzzes and me a lone Doduo. I am nervous he
will kill me quick with Doduo's weakness to electric. Luckily, he didn't
have any energy so he passed. I draw Oak, attach energy, and play it. I
get a good hand with a bench, and Jiggly, who I start powering up.
Eventually, I draw Wigglytuff and play it. With the help from
Pluspowers, I KO'd most of his basics for the win.
Win 1-0

Round 2:????? With a Hitmonchan, MP Mewtwo, Scyther deck
I cannot remember much in this match. I had resistance to many of his
Pokemon with Doduo, Scyther, and Jigglypuff/Wigglytuff, but he seemed to
overcome me by killing Wigglytuff quick with Hitmonchan and rapid
retreating. Eventually, with all the Professor Oak's and Bills I used
along with stalling, I decked myself with two prizes remaining.
Loss 1-1

Round 3:????? With Raindance
He began with Lapras with Squirtle and Seel on the bench. I got
Wigglytuff quite early with him having no early threats at all.
Wigglytuff took advantage of this and killed weak basics one by one.
During mid/late game, he managed to Oak into two Blastoises. It was too
late for him, as he didn't have much energy. He managed to kill a
Wigglytuff, but I just got another one fully powered. I slashed with
Scyther then retreated for a Wigglytuff, fully powered, with a full
bench out and Computer Searched for a Pluspower and killed Blastoise for
the six-prize win. This match was pretty exciting, as everyone was
crowding around watching.
Win 2-1

Round 4: ????? With a deck containing Movie Mewtwo, Gastly, and Scythers
This match was a little tougher, and he was a skilled player. He started
with removing lots of my Double Colorless energy, but I always had an
extra one in my hand to compensate for the loss. Basically I used
Wigglytuff and Jigglypuff with their resistance and strong attacks to KO
most of his Pokemon. Some early Oaks helped to shut him down quickly.
Win 3-1

Round 5:????? Basically the same deck as the last one but with Ditto (He
was a very experienced player.) I am now in the Final Four!
I got an early advantage with a prize by an early game Wigglytuff, but
he comes back with a Ditto, Triple PlusPowered, to kill my Wigglytuff!
>From then, on it was his Ditto versus my Jigglypuff and MANY CONSECUTIVE
flips from both sides on Lullaby and Super Energy Removals by him
stalled us both out. By then, I had about five cards left, and a
Computer Search told me there were no Lasses left in my deck. With me
needing five prizes, it was hopeless. He also had many more cards left
in his deck then me. On his turn, he Computer Searches for a…Imposter
Professor Oak!! What in the world is that doing in a deck like that!! It
surprised me very much. I was decked and lost the game.
Loss 3-2
Eliminated

I won third place and $4.50 and had a blast.

Props and Slops:
Props to Full Moon for a well organized tournament.
Props to my mom for driving me there.
Slops to me for getting carsick on the way there.
Slops to me waking up too late and making myself late.

What I learned:
In a Wigglytuff deck, low retreat is NECESSARY to switch for Wigglytuff
and for easy mobility. Scyther is a VERY good example of this. Try to
use zero and one retreat Pokemon to avoid wasting card space in your
deck to add in Switch, or discarding lots of energy.
Psychic has become dominant with the release of Fossil with cards such
as the new Gastly/Haunter/Gengar line and the Movie Promo Mewtwo.
Always use these cards in a Turbo Wigglytuff deck to get Wiggly out and
running VERY quickly:
4 Bill
4 Professor Oak
4 Computer Search
At least 12 low-retreating basics
4 Wigglytuff

Those cards are the key to success in a deck like this.
Outrace your opponent quickly and efficiently.
