Lets take a look at some of the worst holo cards to date.

My favorite to pick at is probably Mewtwo.

               including dam., done to Mewtwo during opponent's next
turn.

60 HP - Rare-Holo..does this sound right to you?
Retreat 3 - Ouch..so Mewtwo is fat, cant he just teleport?
Lvl 53 and he has 60 hp..depressing again.

Psychic - 10 damage + 10 for each energy card attached. Why does it
suck? Mainly because there are a lot of Psychic Resistance pokemon in
all decks. Colorless are mainly used in all decks. Add in that 10+10
isnt much, 20+10 would have been much better.

Barrier - Not a bad staller, but unless you are trying to make a Mulli
Mew deck which would still lose to anyone smart enough to have ERs and
GOWs..

Now, if your yelling, its a damn basic pokemon, only Clefairy has less
HP from base set, and at least this pokemon can evolve into a great
pokemon
