Who is better Base set Magmar or Fossil Magmar well let's look at them both:

Base has 50 HP Fossil has 70 HP
Base needs 2 fire for 1st move fossil needs 1
Base's 1st move does 30 fossil's does 10 with a chance of your opponent not
attacking
Base 2nd move does 50 for 2fire,1 colorless and discard one
Fossil uses 2 does 20 and a chance of poisioning
base has retreat cost of 2
fossil has retreat cost of 1

So in my opinion Fossil Magmar is the better of the two
being the first fire pokemon to be able to poison.
