Well, I just felt like writing an article. Whether Man, keep your eye on
me. This is my first attempt at a comparism, and I am trying to make it
as good as possible.

Base

Pros:
Life can be extended with Barrier
Psychic kills beefy guys on the bench (Dead rain dance, anyone?)

Cons:
Sub-par retreat cost
Not aggressive enough to attack well

Promo:

Pros:
Attack can damage any Pokémon
Can do high damage on turn 2
(Compared to Base) Great Retreat

Cons: Weakness to Psychic means that against another Promo Mewtwo or
against a Ditto makes him dead meat.
No Turn 1 attack.

Lastly, (And just for fun,) a Promo Mewtwo Agression deck VS A MewTwo
Mulligan deck. These decks showcase their abilities well. Promo will
kill off Base if Promo goes first, but Base will usually deck the Promo
one if it goes first. This part is just Coin-Flip luck.

Depending on use, both cards get tops. Promo is great for attacking, but
Base is the best staller of the two. IMHO, the Promo is better, but it
all comes down to personal preference and what deck type you play.
