Team Rocket Porygon is a major improvement on the Base
one.  There is an improved 10 HP and an attack that
actually does damage!

Here are the stats:

Porygon    40 HP

C - Conversion 1 - If the Defending Pokemon has a
Weakness, you may change it to a type of your choice
other than Colorless.

ccc - Psybeam - Flip a coin.  If head the defending
Pokemon is now confused.

Weakness - Fighting
Resistance - Psychic
Retreat Cost - Nothing

Team Rocket Porygon is more useful because now you can
Change the Defending Pokemon's weakness and get away
with it thanks to the free retreat.  If the Pokemon
has no weakness attack with Psybeam (Good against
Psychics).

The Resistance makes Promo Mewtow less of a threat
(just pray they don't have SER's).  30 hit point's?
Retreat for free!

Use Porygon to defeat High HP Pokemon.  Simply have
Porygon as you active and use Conversion 1 then
retreat later on.  If they will knock Porygon out then
Defender will help.  SER could work with this Porygon
if you have a DCE that is.  If it is hurt try
Psybeaming or just let it get knocked out.  If you can
spare that opponent a prize then send Porygon out as
your active and just do Conversion 1 (it's almost as
handy as Swords Dance) but only as a last resort.

- e.g. Your Opponent has a Blastoise and you have a
Rocket Porygon with a fully charged Magmar on your
bench.  You use 2 Defenders since Blastiose will
Raindance for 60 damage.  You attack with Conversion
1.  He/she attacks with Blastiose.  Porygon is damaged
and you retreat it for free!  You send in Magmar and
BAM! you hit Blastoise with a Flamethrower knocking it
out.

There are some trainers that can stop this but nothing
a Rocket Sneak Attack and an Imposter Oak can't
handle.

Pros - Conversion 1 is great!  It is a basic that can
confuse.  It can retreat for free in case a Promo
Mewtwo gets three hits on you.

Cons - Poor HP.  40 is not enough to make this a
really good card.  Psybeam is costly.  Hitmonchan can
take on sock at it and it's gone.

On a scale of 1 to 5 (5 being the usefulness), I give
Team Rocket Porygon a 3.5.
