First, I would like to state my opinion on this card.  I personally dislike it (just to say it nicely. I don't know why so many people put it in decks and recommend it for decks.  My reasons:
    1.) Attacks- 1st attack, okay pretty good but doesn't deal much damage but,
                      2nd attack, two energies (one with double colorless, but you are only allowed 4 in a deck and you will rarely have it at the right time) no damage, and 50/50 confusion.  It's not bad but even if the opponent is confused, don't you want to damage?  Then you have to use his first attack because his retreat cost is a whopping 3 (another reason why I dislike it) so chances are it will stay out there.  If you use his first attack, then the defending pokemon might be paralyzed, which means BYE BYE CONFUSION!
and those turns trying to confuse the opponent are wasted.  In case you are wondering, the rules clearly state that a pokemon can't be paralyzed,confused(but can be poisoned also), and/or asleep at the same time and the new condition takes over.  And you can't say "I don't need to flip" because you have to and its heads he's paralyzed, and if the next flip is tails, is as good as new.
   
    2.) Retreat cost:3 colorless, that is horrible, and you will rarely have a double colorless just to waste it on a worthless attack or retreat a pokemon that's already not good.  This means lickitung is a good suspect to be gust of winded and left out there.  Also, I've heard people say "Who retreats anyway?" but this is EXTREMELY NOT TRUE!  Retreating is a very advanced tactic, and has won me and many others many games.
 
    3.) Weakness: I know almost all colorless monsters are weak to fighting, but it is still bad considering all of the Hitmonchans out there.  The resistance is okay and also standard on most colorless pokemon, but most good psychic decks don't attack, and about the only one that does is movie promo mewtwo, which if it is against a lickitung, will gust it away and get a prize.
