Once during your turn (before you attack) if Dragonite is on your Bench, you
may switch it with your Active Pokemon.

you have benched dodrio and an active dragonite. ::poof:: dragonite has a
zero retreat cost! this alone is great and (of course!) can be used with any
pokemon (especially that regularly have 1 retreat cost).

you have a benched dodrio, benched dragonite and an active _snorlax_
(replace with any 2 retreat cost + pokemon- snorlax makes good example
'cause he is widely hated for his retreat cost). now, you want to retreat
'ol snorlax and  now what used to be a quite costly move can be done without
losing any of those precious energies!
step 1- use dragonites "step in"
step 2- retreat dragonite (free because of dodrio!)
step 3- pick up any pokemon off of your bench and don't worry about that
pesky  retreat cost!!

this is a great combo because both dragonite and dodrio are colorless! great
for filling up space in a high retreat cost deck. personally, i think this
combo works well in electric decks because of the complementing
resistance/weakness of dragonite+dodrio and most electric pokemon.
