Hello again Pojo.  I'm writing to compare 2 staples of raindance decks,
Articuno and Lapras.  They both are extremely powerful basic pokemon that
can become nearly unstoppable when comboed with a Blastoise.  To compare two
cards, you first must know what they do.

Lapras:  Basic Pokemon
80 HP
Retreat-2
Weakness-Lightning
Resistance-N/A
Attacks:  W-Water Gun-10+ (Does an extra 10 damage for each water
energy on Lapras, max of 2 extras)
WW-Confuse Ray-10 (Flip a coin, if heads the defending
       pokemon is now confused)

Articuno:  Basic Pokemon
70 HP
Retreat-2
Weakness-N/A
Resistance-Fighting
Attacks:  WWW-Freeze Dry-30 (Flip a coin, if heads, defending pokemon
        is paralyzed)
WWWW-Blizzard-50 (Flip a coin, if heads all opponents
benched pokemon take 10 colorless damage, if tails all
your benched pokemon take 10 colorless damage)

OK, first lets look at Lapras.  80 HP is nice for a basic and 10 more than
the common haymaker pokemon.  He can attack turn 1 which is a plus.  He also
can cause confusion which can be a nasty side effect on turn 2.  Weakness to
Lightning is a common trait of most Water pokemon so that is acceptable.  No
resistance which is common for most pokemon.  Retreat is 2 which is pretty
average for the beefy basic pokemon (other than Scyther *g*).

Now onto Articuno. 70 HP is above average for a basic pokemon other than the
usual Haymaker pokes.  Attacks are nice but it does take a little while to
get powered up (unless it is in a Rain Dance).  No weakness to Lightning or
Grass is great as these two types appear in the ever popular Haymaker and
plague Rain Dances.  Resistance to Fighting make is even better against
Haymakers as it makes Hitmonchan practically useless.  Blizzard can be iffy
if you have some Magikarp on your bench while waiting to find that Gyarados.
2 Retreat is common for all the Legendary Birds and beefy basics.

All in all Lapras is an exceptional staller while Articuno is an
unprecedented attacker when aided by a Blastoise.  Your better off playing
Articuno when you know your opponent is playing a hay as it works great
against Magmar and Chan and isn't weak to Buzz or Scyther.  All in all the
cards are very similar from Rarity right down to HP and retreat.  I
personally like Lapras better as it can Confuse your opponent and then do 30
damage per turn and attack every turn.  Articuno is still very nice with its
good attacks but it can be trouble if you get stuck with one as a starting
pokemon.  All in all I recommend having some of each in a Raindance and
probably a 2-2 ratio if you can't decide on which to use and have little
room.  If you already have a Chansey, Kangaskhan, or other stalling pokemon
in there just use Articuno as a main feature of Lapras is it's stalling
ability.  These are both some great cards and should be taken advantage of
more often!
