This is a great stall deck(I hope) that uses cards from the Neo Promos (not
the Neo Set itself).  It also uses cards from the Gym Series.  Below, after
the deck, if you don’t know them already, are the translations.

        24 Water Energy  (Duh, I need energy)

Trainers
        2 Scoop Up  (Get those hurt ones outta there, discard energy)
        4 Professor Oak  (Get a new hand)
        4 Pokemon Breeder  (Get Alakazam out and Oodairu)
        4 Pokemon Center  (Heal your Pokémon)
        2 Misty's Tear  (Get more energy to discard)
        2 Mr. Fuji  (Helps Stall)
        2 Bill  (Helps start the deck, and get energy)

Pokémon
        4 Lapras (Good starter)
        2 Alakazam (Need I say More??)
        3 Abra  (DUH)
        3 Oodairu (Promo)  (Main attacker, and one with POWER)

OODAIRU (Promo)
HP: 120

Stage 2: From Arigetisu

Pokémon Power: Water Loss - As often as you like during your turn, before
you attack, you may take a Water Energy in your hand to your discard pile.

WWW Tidal Wave (10+)  This attack does 10 damage plus 10 damage for every
Water Energy in your discard pile.  After attack, move all Water Energy from
your discard pile into your deck and shuffle.
Weakness: Grass


WANINKO (Promo)

HP: 40
Retreat: 1
Basic Pokémon (Line goes: WANINKO, ARIGETISU, and OODAIRU)

C Tackle (10)

CW Rage (10+) This attack does 10 damage plus 10 for each damage counter on
this Pokémon.
Weakness: Grass

Misty’s Tear
Trainer

When you use this trainer card, discard a card from your hand.  Take two
Water Energy cards from your deck and put them in your hand. (Show your
opponent the Energy)
(Shuffle your deck afterwards)

STRATEGY

The strategy for this deck is to use Lapras to stall and attack until you
can get out an Oodairu and Alakazam.  The Alakazam part is obvious, but the
major staller is Oodairu, I’ll call it Odi for short, who can keep your deck
a nice size.  His power may seem stupid, but it is awesome when Odi attacks.
  Use all the trainers you can to put in the Discard Pile all the energy you
need (don’t go over board discarding, just throw enough to kill what you are
facing), and attack.  The next turn use your energy you kept and the
Trainers you should have kept to get that Energy back in your discard pile.
You may be wondering what to do in case GOW blows out that vanruable
Alakazam.  In this deck Retreating is no problem, in fact it helps it.  You
get rid of the energy that is sitting on that now useless Lapras, and it
goes into your deck (once you’ve attacked with Odi).  Scoop Ups can remove
damage and also gets energy in the discard
pile.  The same with Pokémon Center; just make sure Odi that’s attacking has
no damage on it.  If you can do it, discard an energy to use Misty’s Tear
and with Professor Oak.

Finally, a stall that uses OAK!!

I believe this deck is cool, and Scyther shouldn’t be too much of a problem,
the deck should be able to pump out 70 damage a turn, if used right, and you
keep enough energy for a big blast.
