This is a deck I built sort of as a joke.  However, when I played it, I
found it to be quite potent.  Well, here's the Decklist.

Strategy:
Take a look at your pokemon.  You will notice that only 5 have a retreat
cost of 1 (Gengars and the Mimes).  The rest of them have retreat costs of
0.  Dodrio is also in the deck; when he's on the bench, ALL of your pokes
have retreat costs of zero.

What does that mean?  Simple.  With the additional gusts, YOU have control
of all the matchups.  That in itself is a subtle, yet major part winning
with this (or any other) deck.  Another useful thing is that you can easily
get rid of poison and the annoying smokescreen effect.

Generally, you want a Haunter to stall while you set up either a Scyther or
Gengar for the real damage dealing.  Gengar will also make sure that your
attacks aren't wasted.  Use Dodrio as an attacker only as a last resort.

Specific Deck Strategies

Fighting Decks:  With 11 Basics Resistant to fighting, you can easily
scratch each of the lowly fighters for the opposition.  You can virtually
chalk up a win for yourself if your opponent's deck is mostly fighting.

Haymakers:  Your massive retreat avantage won't make them come close to
killing your pokes.  Gust will be your biggest problem, yet that takes at
most 4 prizes.  (Note:  I playtested this deck against a fire/lighting
haymaker, easily the hardest matchup according to weakness/resistance.  That
deck didn't win a single game.)

Raindance:  Abuse Mr. Mime!  If they pack Lapras, be sure to ER them.

Stall:  You're gonna have to take out this deck before it sets up its combo.
  Use your Bills and Oaks to go through your deck.  If you can't keep the
pressure on, you will probably lose anyway.  THIS IS GOING TO BE THE
TOUGHEST MATCHUP, SO PAY ATTENTION WHEN PLAYING AGAINST A STALL.

Bench Destroyer:  Most bench attacks shouldn't go off due the SER's in your
deck.  However, if you can't help it, try to get your pokes in a position
that your opponent will waste damage.
